A federal judge approved a final settlement in a major public housing discrimination case. Judge Jerry Buchmeyer of Federal District Court agreed that the Dallas Housing Authority had fulfilled court orders requiring it to end segregation in public housing, an agency lawyer said. The judge called the West Dallas housing project a ”gigantic monument to segregation and neglect” after seven women sued over living conditions there in 1985. Nearly 20 years later, the project has been demolished and rebuilt with modern homes, and government rent vouchers have helped thousands of low-income blacks move to predominantly white neighborhoods in the area.
