This year’s amendments to the State laws number 79, of which 60 become effective tomorrow, Sept. 1. One of the most important is the Full-Crew act, under which, it has been intimated, the railroads of this State will be compelled to employ about 2,000 additional trainmen and brakemen, at an increased annual cost of more than $2,000,000.
